Can Dcs put a child up for adoption. If mother doesn't agree?

Yea they sure can they do what they think in their heads what is better for the child they think then the judge is the one that has the last word. But they say they want to get the child back home that's their dedication all they will do is take your rights away if you don't agree with their findings they only say that it will give you a open adoption.
