Can countries that make weapons be peacemakers?

Despite extremely high tensions between the Soviet Union and the United States, neither side declared war on the other because the risk was simply too great. Nuclear weapons make the cost of war so high that no country is willing to start a nuclear war. We have decades of relative peace, to prove that nuclear weapons are peacekeepers.
