Can U.S. Congress make laws that override state laws? I was looking on google and nothing there was relevant. Any amendments?

No. A good example is motorcycle helmets. The federal government tried to bully states to require helmets by cutting funds to build interstate highways, but California and some other states were paying more to the feds than they were getting back, so they did as they chose and did not require helmets. Marijuana is another example.
