Can bed bugs stay on skin? new washcloth was full of white things!?

bed bugs are kinda clear so to speak and when their gorged in blood they are red in the middle and when you find one that is dead it bleeds like blood they can get into your bed on the carpet and other places they bite and leave a rash i have never heard them being white unless its when they haven't bit anybody might be the eggs some say they get in clothes and you have to put things in the bag and tie it up then you have to treat the house i heard they come out at night and if you have them on your clothes you have to wash them and put the dryer on high till their dead they could probably get into just about any area of the house and on skin but it said they leave a rash but don't stay there
