Can a us citizen marry a foreign military; i.e. British soldier meets NYC student in London pub?

I served 20 years in the military, worked, trained, and partied with several allied forces. I can't ever recall any foreign service members mention being married to or pursuing a marriage with a US citizen. Lots of US service members marry foreign nationals, but does it happen the other way around!?
