Apparently it can but the steam page is kinda misleading saying it's windows 10 64 bit-only. But I don't know if it means windows 10 can only run it as a 64 bit game or if all systems can run it as a 64 bit only game. My computer meets all the other requirements for the game, it's just 32 bit. I just need confirmation that it also runs on 32-bit systems.
