Can a FLAT surface with lever be used as an accurate weight fulcrum for item of know lbs on one end?

No. The fulcrum point moves as the surface tilts. The fulcrum is usually triangular, but a round fulcrum would be ok if that's all you have. A really precise scale uses a knife edge.
