My niece's birthday is in late September. Her parents live in different states. In one state her birthday is before the cut off date and in the other it's after. Currently she spends about equal time in both states. Lately, its been worrying me that she might half to wait an extra year to go to school. She is very smart, but also very tall. She looks like she could go to kindergarten this year, but she will just be turning 3.

The best thing to do is contact the school you think she would go to in either state and see what the schools have to say about her explain the circumstances and what your concerned about and what could be done to get her in to the school and see if it can be waivered that's the best route to take one will take her.
