if the money has already been wired and credit to the account for the money can the bank call the sender of the transaction

As the service used to wire the money will almost certainly have required contact information from the sender, the bank where the destination account is held should have no trouble collecting the sender's contact information from the wire service, should they request it. If you are asking about the bank from which the funds have been drawn (the sender's account), then obviously that bank will already have the sender's contact information at hand, should they wish to use it.
