So let's say there's a vote between 3 people, only they can vote for one of the remaining 2. Person A gets 2 votes person B gets 1 person C gets 0. Did person B or C get the minority of votes. As 0 is nothing I believe you do not call this the minority as it simply doesn't exist and by definition a minority has to exist but also by definition a minority is the smallest number which is 0 in this case.
Can 0 be defined as a minority?
