I have to assume you mean f4.7 because that is the normal way to identify a lens. The f number means the aperture is 1/4.7 times the focal length. That is a measure of how much light the lens lets through.
The 82.4 mm means the lens is focused on infinity when it is 82.4 mm from the film. That is a relatively long focal length, but it depends on how big the film is. A shorter lens would give a wider field of view, but of course the lens has to be designed to accommodate the wider view. For example, a very wide field of view is called "fisheye" and it is visibly different from a normal lens. That is why some lenses are described as wide angle or telephoto and some are not.
