Books - anyone know the book where Russia tries to drop anthrax on America?

I believe the book is called The Arctic Event by James H. Cobb. It was based on a series and characters created by Robert Ludlum, the same author who created the Jason Bourne character and who wrote Identity, Supremacy, and Ultimatum.
