Depending on what type of birds you have, it sounds to me like they are budgies. Birds will often do this when they are fraustrated with one another, so in general terms one of your birds is bullying the other bird. This is not something you can just sit and watch and think it will go away. it will only get worse to the point where one of your birds may die. An easy fix, is to seperate your birds. The best thing to do would be to put them in seprate cages but if you can't afford a whole other cage, use a long piece of cardboard the exact length and width of your cage and seprate them with that. They will most likely not like it first, because they would be used to each other's company, but this works as a form of punishment for one bird, and relief for the other. keep them seperated only one day the first time. If you keep them seperated longer it could stress them out. Watch their behaivour for two or three days after them being seperated, and if you notice one being aggrasive towards the other, click your teeth, gently clap, or very politely say "stop". DO NOT scream "stop" at your bird. Why? Well you just dont want to be yelling at your bird in the first place. If the bad behaivour continues, seperate them again. Seperate them for longer each time. The longest they should be seperated with cardboard at a time is about a week, and in seperate cages in can be as long as you prefer. Trust me, this will help and give the birds relief.
