I think the considerate thing would to inform  your neibour that you considering putting barbed wire up and see if they are ok with it, if they say no (can't see why) then you have to think about putting up your own fence and doing it that way

I would check local ordinances to see if it's legal to use barb wire for fencing in your municipality. If it's not, I wouldn't suggest that you do it.

This can also be seen by your neighbors as being a very passive-aggressive act. This may also cause you issues later on. Unless you don't care about maintaining at least neutral relations w/ your neighbors, I would advise against installing that type of fence.
