Banks in some countries don't prefer credit cards which is available internationally. Why?

I use commercial bank of Ethiopia and I have a credit card which says, "available only in Ethiopia". I tried to receive and send money online but when they ask my credit card number, and I give them, and they respond that my region is not supported. Even PayPal does not accept my number.
