The types seen in fiction which have no flammable physical core, but are balls made entirely of fire and then 'thrown' to act as projectiles. For them to last for any distance wouldn't they need a fuel source, like a physical object that was on fire or a stream of flammable liquid like a flamethrower?

There are two approaches to this. First would be scientifically. The fireball or HADOUKEN would have to be started by some sort of hot energy or matter. The way games depict seem energy or the air around the hands are super heated into fire. When it travels fowards, the path the fireball takes heats the air round it eventually hitting the opponent stopping the current. The second way may be that their hands can spawn a fuel causing a literal fireball. Though these are just theories
