If i have an ideal for a new political movement, is there a website that is specifically for spreading the word about new political movements?or for spreading the word about mass protests/demonstrations a person is putting together?

Well, no, but on the other hand that is the claimed purpose of the entire internet. So you just need to find a forum with llike-minded participants. One person does not start a movement. I am told that in Japan a movement is not considered valid for the first 400 or so years.
