Are ESA's (specifically dogs) aloud to be pet while out in public?

Details:

Are ESA dogs aloud to be pet by anyone other than the owner? I have depression and anxiety and I was thinking about getting one, but I'm not entirely certain about some things about ESA's. I know that service dogs can't be pet when working but is it a different rule for ESA dogs?

Not usually, without the owners permission, those dogs are speifically trained to do things very strictly-it could break their routine, some people who can't afford treats strictly use pettings as reward.
