While anything containing nicotine cannot be called 100% safe, evidence from numerous studies strongly suggests that they are magnitudes safer than tobacco cigarettes. Harm reduction experts can point to research supporting that switching from cigarettes to a smoke-free product will reduce health risks to less than 1% of smoking traditional cigarettes - nearly the same as non-smokers. For tobacco harm reduction health professionals, it is misleading and irresponsible for public health officials to tell smokers that smokeless products, such as e-cigarettes, are "not a safe alternative to smoking" simply because they are "only" 99% safer and not 100% safe.

Not safe, but certainly much less harmful than smoking real cigarettes or any plant material for that matter.
The nicotine in itself is very toxic, but only in high doses at perticular time. It's unknown if any damage or how much damage only nicotine does to your body over long time, since most if not all studies about tobacco is about smoking or snuffing actual tobacco leaves which have of course thousands of chemicals in them.
Also the flavoring substances can be harmful to smoke even if they're safe to eat, and the amount of them is a lot higher than in things you'd eat. Some types of flavorings, like pine smell or citrus fruit flavors, which might be part of a flavoring even if they are not the main flavor, are terpentine like substances which are bad for all parts of the body but specially the brain and nervous system.
Also there is yet very little product control on these liquids, they might contain dangerous compounds that are left over from poor chemical processing.
