Are all car cigarette lighters 12V?

Details:

From what I can see, my car cigarette lighter doesn't state its 12V and it doesn't mention anything in its handbook. My step dad told me it will still be okay to plug things into E.g. adapters so I can charge my phone or sat navs. Is this correct? can I still use it as a socket? My car is a Kia Picanto 05 or 06 plate. Thank you

All cars use a 12 volt system. It might go as high as 15 volts when the engine is running, and there might be spikes of even higher voltage. But it is nominally 12 volts. Adapters are available to reduce that to 5 volts for charging cellphones.
