Approval for Diploma Course?

Question

Can some one help me with the information, if there is any procedure to offer diploma courses in India?

Is it required to be approved by UGC or AICTE?

Or any institute can offer Diploma Courses? Like there are many computer institutes offer DIPLOMA IN COMPUTER APPLICATION etc..

Post graduate diploma courses are offered by autonomous institutes and have to be AICTE approved as they are not affiliated to any university. ITM Institute is one of the institute offering pgdm courses.
