Applying for job, not understanding some terms with hours and pay?

It's a job at my old univeristy, but I'm not understanding these two terms,
1. 0.7FTE (for the hours)
2.  It's "&pound;19,813 to &pound;23,881 per annum pro rata" - what does the 'pro rata' mean?
I would just ask the actual person organising the role, but I don't want to seem stupid or anything before I've even applied

I only ask because all other jobs I've had in the past year just say really basically "40 hours per week" and just "[this amount] per annum" and I've never come across these phrases before

0.7 FTE means full time equivalent. This job is therefore seven tenths of the full time hours. 

If the full time hours are 40 per week, 0.7 FTE would be 28 hours per week, with salary paid at 0.7 times the full time pay.

Pro rata is the latin for 'proportionally' or a 'proportion of'. It means that the salary quoted is what a full timer would receive for the same job. Your salary will be calculated according to what proportion of a full-time job your hours make up.
