I think the only solution is to file an "offer in compromise". This does NOT require an attorney, or some shady "we can fix your IRS problems" company. I had IRS agents knock on my door, and look into my apartment, but when I showed them my application for an offer in compromise, they immediately left. You still need to pay your debts, and penalties, and interest, it's just a matter of how you must pay.
