... dipole at 4 wave lengths long. Making the length of tube needed for this dipole just under 1.6 meters long. Is it do-able or a bad idea?

I'm sorry, you caught me at a bad moment and I could not do arithmetic in my head like I normally do. I was pretty sharp on antennas 65 years ago, but a lot more has been learned since then. Even 65 years ago there was nothing to be gained by making a dipole more than one wavelength long.
I suggest you get the ARRL Antenna Book to get some reliable advice.

OK so where did you get lost with the question. Firstly do you have a firm understanding of how radio transmission works or more to the point antenna construction at various frequencies?
