I rescued a dog and his previous owners abused him but it happened a while back, would I still be able to call animal control on the abusers?

Let me ask you this, let's say you do and the investigator says to you I'm going to arrest the bastard give me the proof you have so we can justify the arrest.
What have you got to offer? Confession on film, filmed abuse, vet care and confirmation it was abuse and who did it, several neighbors who saw it and are willing to testify in court? Just saying and them denying is a wash and not proof.
The thing I would worry about is them claiming the dog is theirs and get it back. I sincerely hope you have that dog microchipped in your name which is proof of ownership or if it already is you contacted the chip company and changed the ownership info. Your vet can tell you which chip company.
So in answer, i would not report them unless you have absolute proof of your claim and you have custody of the dog legally.
