V = -L dI/dt
L = N phi /I
Combining these inductance equations gives
V = -N phi /I * dI/dt

Now simply substitute the value
27.5 *10^6 V = - 497 phi /4.00 A  * 12.0 A/s

And solve for phi
phi = -27500000/1491 Vs
= - 1.84 *10^4 T m^2 (3 sig.fig.)
