An electron cannot fall into the nucleus under normal circumstances?

Normal circumstances, no. According to the standard model you can potentially force an electron into a nucleus. According to quantum mechanics, an electron could be anywhere (including inside a nucleus) but the idea of a groundstate also precludes that.
