Premier Elements is intended more for the home user and is less complex to use than Premier Pro.
Premiere Pro is a professional application and has more flexibility and integration with other software.
If you just want to edit home movies etc then Elements is probably fine. If you're looking for a career in video production then Premier Pro is what you need.
