This has been going on for at least a month. I sometimes park next to a small business building in a residential street which is less a mile from my home. It's a legitimate parking spot and I am not violating any parking rules. She lives down the street, a few houses away from the business building. One early morning she drove and pulled up next to me when I was parking, yelled at me. I kept my windows closed, afraid she might attack me. The same day I came back to pick up my car in the evening, her car suddenly showed up again. She sat in her car and stared at me. She was going to say something, but since she was blocking the road and someone else's car needed to get by, so she left. This morning I was walking down the street after parking, she suddenly appeared, driving her car and following me. She pulled up next to me and threatened to tow my car. Another time I saw her car behind me when I was driving back to my apartment building. Two weeks ago my car had mysterious scratches on the front bumper while parked at the same spot. I have no evidence it was her but I think it's not impossible. I feel uncomfortable and unsafe because of her behavior. Can I call the cops on her for stalking and harassing, or something else?

You could. It might stop the problem but it might make it worse if they let her off with a warning. Maybe you should try asking her why she wants the spot(though I'm not sure this is a good idea either). My best bet though is that you should call the cops (not emergency obviously but you probably should).
She's just being a bully. She thinks I shouldn't park there because I don't live on that street. It's a public parking space and it isn't in front of hers or anyone's house. I will confront her next time she comes harass me again, and I'll take video.
