If a room (we'll imagine it's watertight) measures 9m x 3m x 2.5m - and a water pipe with a pressure of 45psi has a 3mm hole punched in it - how long would it take for the room to fill with water?

your needing the "detention time." for this you need to divide the capacity(which you have) by the flow in gpm or gpd. which you dont have. 
gpm is gallons per min. and gpd is gallons per day
