A friend of mine was born in US, but she grow up in China with US passport, she is 16 years old now?

what requires for her going to high school in US? her parents passed away when she was 3-4, so what about the guardianship？

Passports are for getting into a country, she has a U.S passport, so it should be all good. The highschools are mostly government founded. Who does she live with now? If she doesn't have guardians, she could possibly apply as a boarding student. To live with a classmate or at the school.
