A DNA test revealed my ethnicity is49% Eastern European. Does this mean that one of my parents is EE

It does not have any definite meaning at all. It's just a pattern they call "Eastern European" because they have to have a name for it. People have always traveled so much and been so randy that "ethnicity" doesn't mean anything.
