96.0 kHz/24 bit to 44.1 kHz/24 bit Downsampling?

I am MFiT and want to know something important. I am finding myself very limited to some sounds. Using 96.0 kHz/24 bit samples then saving the .wav file to 44.1 kHz/24 bit. Is that considered downsampling seance the bit rate is the same?

Added 3+ months ago:

When I did some research I found that downsampling involved the bit rate and upsampling involved the kHz. That did not make much seance to me.
