Yes the bible clearly states that we will be judged by our deed and works here on earth but its not all about that. The thruth is that more than anything the lord wishes to have a relationship with us. Think of back when Adam and eve where the first humans. God did not cast them out when Eva sinned. He let her reach Adam and then he sinned also. If he wanted he could've destroyed them or even cast them out of the garden without saying a word! But why did he then go to him and ask why were you hiding from me? He wanted repentance but instead Adam blamed eva. God was hurt not angry read the details in genesis 3 and 4. Prayer is a communication with God more than anything he wishes to be loved. He states he created us in his image and likeness this means as you feel he feels. That's why apotal Paul goes to state in 1 Corinthians 16:22 If any man love not the Lord Jesus Christ, let him be Anathema Maranatha. Prayer gives you relieve because its connection wit: God and all his attributes get passes on to you. And yes he will respond I have witnessed it first hand and have seen his glory.

The last phrase of verse 17 sums it all up. Good deeds are, of course, good, but there has to be a purpose behind them. Likewise, if you have a purpose/intentions to do something, yet you don't do it, nothing has been done. To answer your question, prayer is effective and much needed because it give you the reason for your actions. People pray to maintain a relationship with God. The more you depend on that relationship, the stronger your faith is. Just like if a wife was to depend on her husband.
