It's a tricky question but there is an answer. If you take the most direct route, he was in pocket before the next door shopkeeper came back and 1000rs down just after, so he's lost 1000rs.
However, the question attempts to be confusing by including the 200rs trade. If you do it the difficult way and record what the shopkeeper has at every stage, it'll be clearer:
Start of day:
1 product (worth 200rs) + 0rs
Lady takes product:
0 product + 0rs
Lady gives 1000rs:
0 product + 1000rs
He gets change from shop next door:
0 product + 1000rs (in change)
He gives 800rs change to lady:
0 product + 200rs
At this point, he's even on the deal, and where he should be.
Man next door takes 1000rs back:
0 product - 800rs
The difference between the start of all this (200rs up) and the end (800rs down) is 1000rs just as predicted in the simple method of solving it.
Lady buys 1 product worth of Rs.200, She gives Rs.1000 to shop keeper and shop keeper returns Rs.800 to Lady and kept Rs.200 with himself.

We have to remember that the lady actually paid nothing hence:
1-The shopkeeper actually gave the product for free and a loss of 200.
2-The shopkeeper gave 800 to the lady which he thought that he was giving a change but the lady actually earned a profit and the shpkeeper suffered a loss of 800.
3-Other shopkeeper on the next day came and took 1000 from the shopkeeper and he suffered a loss of1000.
Total loss =200+800+1000=2000 rupees.
1800 bcoz the shopkeeper kept the price of his goods from 1000 rs. change and returned rs.800 to the lady from his pocket and in the last other shopkeeper comes and says the 1000 rs. note was duplicate so he gave him the 1000rs. note back to him. so, 800(from shopkeeper's pocket) 1000(bcoz the note given by lady was duplicate). that's it...
Here are 2 types of transaction, please check it -
1. - First, the shopkeeper does not lose anything, since he gives back to the neighbor the change he had taken for the duplicate note.
2. - Second, the shopkeeper loses goods of Rs. 200 and 800 which he gave back. So the total amount of loss to shopkeeper face is Rs.1000.
