Both of my parents passed away and we have absolutely no family left. I'm only 17 and my sister is 15, so since I'm not a legal adult yet, I need to know if I can become her legal guardian now for when she turns 18.

Not before you are 18 but even after you turn 18 do you have resources to support you and your sister? Unless you have substantial inheritance and can get your hands on it now, that's going to be difficult. You and your sister ARE old enough that CPS might be able to work something out but you will probably need some adult assistance in getting along for the next few years. I strongly suggest trying to be certain you both go to and complete minimally a 4 year college degree. That will be very important for your future and putting that off significantly reduces you chances of graduation.
