it is true. you first estimate how much you will sell and give the estimation to the production and logistics for them to assess whether or not they can produce/distribute so that can make their own plans to cope with the sales demand. after all parties make their homework there is joint effort to fine tune all the plans in something oftenly called Sales&Operations plan.
