About a hundred years ago, ladies did not expose their arms in public, so they had hairy armpits. Then the fashion changed and arms were bared, so ladies began regularly shaving their armpits.
Prior to WW2 ladies did not expose their legs in public. Then the fashions changed, mainly due to the invention of nylon stockings, and ladies began regularly shaving legs.
Up the new millenium, ladies did not expose their pubes in public. The bikini was invented in 1947 and it took that long before it was fully accepted. So now the fashion is to expose the pubes (I saw one news anchor flash her vajazzle on television), so ladies are shaving their pubes. Men are doing likewise, but only a few.
Bottom line: it only depends on who you intend to show it to.
