Is it correct to say "create fashion" as another way to say fashion design?

English isnt my first language so I was wondering if it is correct to say "creating fashion" as another way to call fashion design

"Create" means to bring into existence something that never existed before. Fashion has already been created.

Of course there are people who think mixing a salad is a creation.
