If there is a surveillance camera outside of a restaurant or store , how well can it see inside a car? Specifically at night.. can it effectively see what is happening inside of a car ?

Although some cameras have amazing zoom and quality abilities the correct answer to this question would be, it depends on the camera.
Factors that you should consider are:
Are the lights on inside the car? If so this may help the camera if it has multiple focal points and back light compensation. If the camera does not have these abilities having the light on would make seeing the image harder.
The big obstruction is going to be that it is night and the infer red lights of the camera will bounce of the car glass as light reflects off of glass. The glass used on the face of most cameras with IR Illuminators is "IR Corrected" to prevent the IR light from bouncing back into the image sensor.
So for the most part, surveillance cameras can’t see well into your car AT NIGHT. They can see into your car very well during the day.
